For the last seven years, Dr Panter has been steering the retirement living and aged care provider, ECH, as Chief Executive.

General Manager of Corporate Services at ECH, Hannah Murphy, is currently standing in as Acting Chief Executive while ECH undertakes an extensive recruitment drive to find a new Chief Executive to fill the position.

Dr Panter is excited for his new position leading Minda, which he started on 24 January of this year.

He says, “Minda plays a critical role in the community by supporting South Australians who have some of the most complex cognitive impairment and health conditions in the state.

“I am excited at the opportunity to join the Minda team and build on Minda’s 123-year history of outstanding leadership in the disability sector.”

Minda’s Board Chair and President, Joanne Denley, says that Dr Panter will be bringing a wealth of human services sector experience along with his business acumen and corporate governance expertise.

Ms Denley adds that Dr Panter was the perfect choice to lead the organisation into its next phase of growth and transformation.

“David was an outstanding candidate in what was a very competitive field. His experience in leading complex service delivery organisations in the health, aged care, housing and disability sectors will ensure Minda continues to be a leader in the disability sector,” says Ms Denley.

“David has long experience working with people living with intellectual disabilities and his vision, strategic input and proven leadership experience will be a great asset to our team.

“His passion and commitment to people across the disability and health sectors mirror Minda’s core values.

“The Minda Board looks forward to working with David as he leads our workforce to bring the Minda 2025 strategic plan to life and meet the current and future needs of our clients.”

Dr Panter has over 40 years of experience in health, community and social welfare services in Australia and the UK, and has operated at a Chief Executive level for over 26 years.

In the UK, Dr Panter worked in the National Health Service across hospital, community and primary care services. He was recruited to the South Australian public health system in 2004 to lead reforms in the State which included the development of the new Royal Adelaide Hospital.

Dr Panter is currently Chair of the SA Council of Social Services and a Board Director of the Australian Council of Social Service.

He has a PhD in Development Psychology and a Bachelor of Science Honours in Experimental Psychology.
